To convert that to the American Dollar, around 100 Berries in One Piece are equal to one USD. Although Luffy’s bounty being in the billions may seem ridiculously high, while it still is a very large amount, when converted into American currency, it’s only in the tens of millions of dollars.

Looking at Doffy specifically, when holding the island of Dressrosa for ransom, he demanded 10 billion Berries, or 100 million USD, for the island's safety. From this, we can assume that Doflamingo, although he is probably more wealthy, views 10 billion Berries as an incredibly large sum of money. This means, as far as rich pirates are concerned, the high end of value seems to be around 10 billion Berries.

Though the Straw Hats, at the beginning of the series, had money troubles in the past, it seemed almost all their money troubles disappeared when they earned at least that amount of money.

In the end, past 100 million Berries in One Piece, it seems that money doesn’t matter too much, making this a good point to call a pirate wealthy. However, when it comes to how rich a pirate can be, characters like the former Warlord, Doffy, have fortunes that easily surpass any bounty amount that has been in the series thus far. While the Straw Hat Crew are fairly affluent after the time skip, it would be nice to see just how far they have come since starting as rookie pirates in One Piece.
