Honestly if we follow how the other games focus and change protagonists to tell stories that are happening side by side at the same time it makes sense. We have no idea what Leon, Jill or even Clair are up to at this point we have clues here and there but nothing concrete. We need more of the picture what was happening while the events of 7 and village were taking place?
